No. 4: Chameleon

Dmitri Anatoly Smerdyakov, otherwise known as Chameleon, has some serious identity issues. Able to execute impressive impersonations, Chameleon has lived a life of crime, and is sought after by Hydra. Chameleon is an extremely versatile villain who made his way through several Marvel comics hero storylines—Spider-Man, Iron Man, Daredevil, and Captain America—with his first appearance in Amazing Spider-Man #1 in 1963. Starting out as a master of costume and make-up disguise, Chameleon eventually develops a serum that enables him to change his face instantly, making him a huge threat to whatever hero he encounters. Although we know that Kingpin already exists in the Marvel Cinematic Universe in the Daredevil series, and Chameleon has some ties to the Kingpin himself, that affiliation could be the very thing that would land him on a list of most wanted villains.
