Similar to the post-credit scene from Captain America: The First Avenger, this scene is a trimmed version of a scene from Captain America: Civil War where Steve Rogers and Sam Wilson (Falcon) have captured Bucky and trapped him in a large vice. Cap suggests calling Tony Stark but Wilson says he would not believe them. Then they refer to the “accords” not letting Tony help. The scene ends with Cap claiming that they’re on their own, in which Wilson responds saying that he “knows a guy”.

This scene is full of confusion, mystery and anticipation. After watching this scene, several questions arise. Why is Bucky trapped? Why wouldn’t Stark believe them? What are the “accords”? And who is Sam Wilson’s guy?

We now know that Bucky is trapped because his brain was manipulated by Zemo, the vengeance-fueled antagonist responsible for pitting the Avengers against each other, and that he was framed for the Vienna incident. Cap and Wilson couldn’t trust him, so they restrained him. We also know that the Sokovia Accords were set in place to force the Avengers to operate under the supervision of a United Nations Panel as opposed to being a private organization. Finally, we can speculate that Wilson’s “guy” is none other than Scott Lang, or Ant-Man.
