As king of Atlantis, he takes orders from no one (except Mera, of course). This means that, when he is on land, he doesn’t care for human policies and practices. The same goes for Mera, which results in her getting arrested. Poor officer! This doesn’t only apply to human rules; he constantly is disregarding whatever people tell him to do, like the time he punched Death in the face.
