No. 3: The Paperwork Is Killer

This is the first look that we get at what is suggested to be the Superhero Registration Act (SRA). In Marvel Comics, the SRA was created after a villain (Nitro) exploded and killed hundreds of people including children. In the MCU, its introduction will likely have something to do with the events of Age of Ultron and TWS; more specifically with all the destruction and free reign the team and heroes have.

Now, as you will have noticed in a previous clip, even though we just saw Cap, Falcon and Black Widow, none of them are in the this picture. The man who is sliding the book could be anyone, but is probably Ross. The image of the woman's hands is tricky, because you would think that it would be Black Widow, but if you notice the rings on the right hand and the black nail polish, this evidence points to the Scarlett Witch - someone we know is on Cap's side.
